V Mladi akademiji z ogorčenjem in zaskrbljenostjo spremljamo dogajanje v Ukrajini v zadnjih nekaj dneh. Ostro obsojamo vojaški napad Rusije na Ukrajino, kršitev njene suverenosti in ozemeljske celovitosti, uničevanje civilne infrastrukture ter izgube in ogrožanje nedolžnih življenj. Izrekamo podporo in sočutje ukrajinskim civilistom ter solidarnost z ukrajinsko znanstveno skupnostjo v želji, da se situacija čim prej normalizira.
Ena izmed družbenih skupin, ki jih vojno stanje posebej ogroža, so ukrajinski študenti, doktorski kandidati, raziskovalci na začetku kariere in drugi raziskovalci. Mlada akademija se na prošnjo naše sestrske organizacije Svet mladih znanstvenikov pri Ministrstvu za izobraževanje in znanost Ukrajine (Рада молодих учених при Міністерстві освіти і науки України), s katero si delimo članstvo v Evropskem svetu doktorskih kandidatov in raziskovalcev na začetku kariere – Eurodoc, pridružuje ostalim Eurodocovim nacionalnim združenjem v koordiniranem prizadevanju za pomoč ukrajinskim raziskovalcem na začetku kariere, ki bodo morali za zaščito svojih življenj poiskati zatočišče v prijateljskih državah.
Mlada akademija se zavezuje, da bo delovala kot vezni člen med člani Sveta mladih znanstvenikov pri Ministrstvu za izobraževanje in znanost Ukrajine ter slovenskimi raziskovalnimi in visokošolskimi organizacijami, državnimi organi (ARRS, MIZŠ), ostalimi zainteresiranimi institucijami in posamezniki, ki bodo izrazili pripravljenost, da pomagajo v Slovenijo sprejeti ukrajinske doktorske kandidate in raziskovalce na začetku kariere ter jih integrirati v slovenski znanstveni sistem. Podpiramo tudi vsakršna prizadevanja, da se vstop v Slovenijo omogoči ukrajinskim dodiplomskim študentom in uveljavljenim znanstvenikom.
V zvezi s tem pozivamo, naj:
- Vlada Republike Slovenije oziroma od nje pooblaščeni organi vzpostavijo komunikacijo med nastajajočimi državnimi namestitvenimi centri in slovenskimi raziskovalnimi in visokošolskimi organizacijami za čim hitrejšo in čim bolj enostavno integracijo ukrajinskih študentov, doktorskih kandidatov in raziskovalcev v slovenski raziskovalni in visokošolski sistem;
- slovenske raziskovalne in visokošolske organizacije ter študentski domovi ponudijo ukrajinskim študentom, doktorskim kandidatom in raziskovalcem zatočišče v prostih namestitvenih kapacitetah (službenih stanovanjih, študentskih sobah, dijaških domovih);
- Vlada Republike Slovenije, MIZŠ, ARRS, raziskovalne organizacije in doktorske šole ukrajinskim študentom, doktorskim kandidatom in raziskovalcem poenostavijo in pospešijo administrativne postopke za zaposlitev, vpis na vse stopnje študija oziroma prijavo na raziskovalne projekte (po vzoru npr. poziva Češke raziskovalne agencije z dne 25. 2. 2022), kjer je to mogoče in primerno;
- izkušeni slovenski raziskovalci, ki izpolnjujejo pogoje za mentorstvo in imajo na razpolago dovolj finančnih sredstev, vzamejo zainteresirane ukrajinske študente in doktorske kandidate pod svoje okrilje;
- tisti slovenski raziskovalci, ki sodelujejo z Rusijo ali Belorusijo ter katerih delo je mogoče neposredno ali potencialno uporabiti v vojaške namene, svoje sodelovanje takoj prekinejo.
Naš poziv zaključujemo v želji, da bi se ukrajinski raziskovalci na začetku kariere lahko čim prej rešili skrbi in boja za svoja življenja ter se spet posvetili prizadevanju za kakovost raziskovalnega dela ter njegov pomen za družbo in gospodarstvo.

The Young Academy of Slovenia has been following the developments in Ukraine in the last few days with indignation and concern. We strongly condemn Russia’s military attack on Ukraine, the violation of its sovereignty and territorial integrity, the destruction of civilian infrastructure, and the loss of and threat to innocent lives. We express our support and sympathy for Ukrainian civilians, and solidarity with the Ukrainian scientific community in the hope that the situation will return to normal as soon as possible.
One of the social groups particularly threatened by the state of war are Ukrainian students, doctoral candidates, early-career researchers, and other scientists. At the request of our sister organization The Council of Young Scientists at the Ministry of Education and Science of Ukraine (Рада молодих учених при Міністерстві освіти і науки України), with whom we share membership in the European Council of Doctoral Candidates and Early-Career Researchers – Eurodoc, the Young Academy of Slovenia is joining other Eurodoc’s National Associations in a coordinated effort to help Ukrainian early-career researchers who will be seeking refuge in friendly countries to protect their lives.
We commit ourselves to serve as a liaison between the members of the Council of Young Scientists at the Ministry of Education and Science of Ukraine and Slovenian research and higher education institutions, state bodies (ARRS, MIZŠ), other interested organizations, and individuals who will express their willingness to help admit Ukrainian doctoral candidates and early-career researchers to Slovenia and integrate them into the Slovenian academic system. We also support all efforts to enable Ukrainian undergraduate students and established scientists to enter Slovenia.
In this regard, we call for:
- the Government of the Republic of Slovenia or its authorized bodies to establish communication between the emerging state accommodation centers and Slovenian research and higher education institutions to help integrate Ukrainian students, doctoral candidates, and researchers into the Slovenian research and higher education system as fast and as easily as possible;
- Slovenian research and higher education institutions and student dormitories to offer shelter to Ukrainian students, doctoral candidates, and researchers in vacant accommodation facilities (institutional apartments, student rooms, dormitories for secondary school pupils);
- the Government of the Republic of Slovenia, MIZŠ, ARRS, research organizations, and doctoral schools to simplify and accelerate administrative procedures for employment, enrollment in all levels of study, and applications for research projects (following the example of, e.g., the appeal of the Czech Science Fundation on 25. 2. 2022), where possible and appropriate;
- experienced Slovenian researchers who meet the criteria for mentorship and have sufficient financial resources at their disposal to take interested Ukrainian students and doctoral candidates under their auspices;
- those Slovenian researchers who cooperate with Russia or Belarus and whose work can be used directly or potentially for military purposes to immediately terminate their cooperation.
We conclude our call with the wish that Ukrainian early-career researchers will soon be able to let go of worries and struggles for their lives and return to striving for the quality of research work and its importance for society and the economy.
